The 25 years of the Barcelona process and the Union for the Mediterranean have generated great advances and progress.<\/h3>\n<p>[\/vc_column_text][\/vc_column_inner][\/vc_row_inner][vc_row_inner][vc_column_inner width=&#8221;1\/2&#8243;][vc_column_text]<\/p>\n<p class=\"p1\">This year, rocked by an unprecedented health and economic crisis, marks the 25th anniversary of the Barcelona Process. It\u2019s something, if I may speak personally, I have always felt very close to, ever since I attended the birth of the Union for the Mediterranean in Paris as President of the Spanish Government in 2008. It was a source of pride for our country to host the headquarters of its Secretariat in Barcelona.<\/p>\n<p class=\"p1\"><span class=\"s1\">After leaving behind my political duties, I now travel to visit Mediterranean neighbors on every possible occasion. It is always stimulating to share ideas, reflections and new initiatives, whether in governmental, business or civil society. The courage and effort of the women and men who work for progress, democracy and equality are always very present in my memory.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Looking back, we can see that the commitment proved worthwhile. The 25 years of the Barcelona Process and the Union for the Mediterranean have generated great advances and progress. Universities have been created to educate new generations with a unique Euro-Mediterranean vision. Job opportunities and training have been provided to hundreds of thousands of young people. The development of thousands of small and medium-sized enterprises has been made possible. Regional dialogue at a ministerial level on key issues such as climate action, environmental protection, gender equality, unemployment, digitalization and regional connectivity, among others, has put a common roadmap to meet the Sustainable Development Goals in the Mediterranean on the table. But we still see too many conflicts, too much inequality, poverty and unfulfilled ambitions. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">I worry about the conflicts in the countries surrounding our beloved Mediterranean. I am thinking, of course, of Syria and Libya; the conflict between Palestinians and Israelis and how terrorism continues to hurt our people. Not to mention the large number of refugees seeking a safe life that Europe has not yet worked out how to accommodate. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">And, of course, I think of the serious consequences of the new threat of the Covid-19, the lost opportunities for young people, the daily struggle of many to feed their families, the challenge of finding answers to serious economic situations, along with the risk of a resurgence of nationalism and intolerance. But there is hope. <\/span><\/p>\n<p>[\/vc_column_text][\/vc_column_inner][vc_column_inner width=&#8221;1\/2&#8243;][vc_column_text]<\/p>\n<p class=\"p1\"><span class=\"s1\">There was an initial unilateral reaction to the pandemic: countries closed borders and people fought over medical supplies. But we\u2019re now seeing more positive signs. However, we have begun to see more positive signs. In a conference in May, the European Union promoted a clear plan for how the international community must fight Covid-19. Bringing together large companies and countries and pooling resources are the first steps of a response that must be global to tackle a global problem. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">To do this, we must listen to the powerful voice of civil society, calling for vaccines and universal access to treatment, and demanding a general ceasefire so that we can fight the epidemic together. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Union for the Mediterranean defends peace and sustainable development in the region. We must bear this in mind now that the pandemic disrupts our understanding of the relationship between economic progress and our ecosystem. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Shockingly, reports point out that, in the last 40 years, while the population on earth doubled, half of our ecosystems were destroyed. When this crisis ends and we manage to save as many people as possible, we will have to reflect on this link between the balance of species, ecosystems and the risk of humans suffering new pandemics. It will have to be considered within the broader framework of the fight against all the consequences of climate change. The Union for the Mediterranean itself is already addressing, in this climate context, the relationship between the impact of Covid-19 and guaranteeing access to water in various Mediterranean countries.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The European Union and the Union for the Mediterranean must build a common, clear and ambitious vision to ensure the stability and prosperity of our countries, as well as to resume trade and promote a new global, healthy, democratic and digital era. Los 25 a\u00f1os del proceso de Barcelona y de la Uni\u00f3n por el Mediterr\u00e1neo han generado grandes avances y progresos.<\/strong><\/p>\n<p>En este a\u00f1o, marcado por una crisis sanitaria y econ\u00f3mica sin precedentes, se conmemora el 25 aniversario del Proceso de Barcelona. Un proceso con el que, si se me permite esa perspectiva personal, siempre me he sentido muy vinculado, desde que, en 2008, asistiera como Presidente del Gobierno de Espa\u00f1a al nacimiento de la Uni\u00f3n por el Mediterr\u00e1neo en Par\u00eds y supusiera un motivo de orgullo para nuestro pa\u00eds acoger la sede de su Secretariado en Barcelona. Tras dejar atr\u00e1s las obligaciones gubernamentales, viajo a los vecinos mediterr\u00e1neos en todas las ocasiones posibles. Siempre es un est\u00edmulo compartir ideas, reflexiones y nuevas iniciativas, tanto gubernamentales, empresariales o de la sociedad civil. Siempre quedan muy presentes en mi recuerdo la valent\u00eda y el esfuerzo de mujeres y hombres que trabajan por el progreso, la democracia y la igualdad. Si echamos la vista atr\u00e1s, comprobaremos que el compromiso merece la pena. Los 25 a\u00f1os del proceso de Barcelona y de la Uni\u00f3n por el Mediterr\u00e1neo han generado grandes avances y progresos. Se han creado universidades para educar a nuevas generaciones con una visi\u00f3n euromediterr\u00e1nea \u00fanica.\u00a0Se han brindado oportunidades laborales y formaci\u00f3n a cientos de miles de j\u00f3venes, y se ha apoyado al desarrollo de miles de peque\u00f1as y medianas empresas.<\/p>\n<p>El di\u00e1logo regional a nivel ministerial en materias tan clave como la acci\u00f3n clim\u00e1tica, la protecci\u00f3n ambiental, la igualdad de g\u00e9nero, el desempleo, la digitalizaci\u00f3n y la conectividad regional, entre otras, ha puesto sobre la mesa una hoja de ruta com\u00fan para cumplir con los Objetivos de Desarrollo Sostenible en el Mediterr\u00e1neo. Pero a\u00fan vemos demasiados conflictos, demasiada desigualdad, pobreza y aspiraciones truncadas. Pienso con preocupaci\u00f3n en los conflictos en los pa\u00edses que rodean nuestro querido Mediterr\u00e1neo. Tengo presente, por supuesto, a Siria y Libia; el conflicto entre palestinos e israel\u00edes y c\u00f3mo el terrorismo sigue hiriendo nuestras poblaciones. Sin olvidar el gran n\u00famero de refugiados que buscan una vida segura y c\u00f3mo Europa no ha sabido encontrar a\u00fan el modo de recibirlos. Y, naturalmente, pienso en las graves consecuencias que traer\u00e1 la nueva amenaza de la COVID-19, las oportunidades perdidas de los j\u00f3venes, la lucha cotidiana de muchos para alimentar a sus familias, el desaf\u00edo de encontrar respuestas a graves situaciones econ\u00f3micas, junto al riesgo de que resurjan\u00a0el nacionalismo y el odio entre pueblos.[\/vc_column_text][\/vc_column][vc_column width=&#8221;1\/2&#8243;][vc_column_text]Pero hay esperanza. Las primeras reacciones a la pandemia fueron unilaterales: pa\u00edses cerrando fronteras, pugnando por material m\u00e9dico. Sin embargo, hemos empezado a ver se\u00f1ales m\u00e1s positivas. La conferencia de financiaci\u00f3n del pasado mes de mayo, impulsada por la Uni\u00f3n Europea, ha sido una clara muestra de c\u00f3mo la comunidad internacional debe luchar contra la COVID-19. La uni\u00f3n de grandes empresas y pa\u00edses, la puesta en com\u00fan de recursos, es un primer paso hacia una respuesta que no puede ser sino global a un problema que es global. Para ello, debemos escuchar la poderosa voz de la sociedad civil, reclamando vacunas y tratamientos para todos, y demandando un alto el fuego indiscriminado, para que juntos podamos combatir la epidemia. La Uni\u00f3n por el Mediterr\u00e1neo es una uni\u00f3n para la defensa de la paz y del desarrollo sostenible en la regi\u00f3n. Conviene tenerlo muy presente ahora, cuando esta pandemia vuelve a evocar la necesaria rectificaci\u00f3n de la relaci\u00f3n entre una determinada concepci\u00f3n del progreso econ\u00f3mico y nuestro ecosistema. En estos d\u00edas hemos podido leer informes tan impactantes como los que se\u00f1alan que, en los \u00faltimos 40 a\u00f1os, al tiempo que la poblaci\u00f3n en la tierra se duplicaba, se destru\u00edan la\u00a0mitad de nuestros ecosistemas.<\/p>\n<p>Cuando concluya esta crisis y logremos poner a salvo todas las posibles vidas que hoy est\u00e1n amenazadas, tendremos que reflexionar sobre esta vinculaci\u00f3n entre el equilibrio de las especies, los ecosistemas y el riesgo de que los seres humanos padezcamos nuevas pandemias. Una reflexi\u00f3n que hay que situar en el marco m\u00e1s amplio de la lucha contra todas las consecuencias del cambio clim\u00e1tico. La propia Uni\u00f3n por el Mediterr\u00e1neo ya est\u00e1 abordando, bajo este contexto clim\u00e1tico, la relaci\u00f3n entre el impacto de la Covid-19 y la garant\u00eda del acceso al agua en diversos pa\u00edses del Mediterr\u00e1neo. La Uni\u00f3n Europea y la Uni\u00f3n por el Mediterr\u00e1neo tienen que fraguar una visi\u00f3n com\u00fan, clara y de largo alcance para asegurar la estabilidad y la prosperidad de nuestros pa\u00edses. Tambi\u00e9n para reanudar los intercambios comerciales e impulsar una nueva era global, sana, democr\u00e1tica y digital.
