Des taux de ch\u00f4mage \u00e9lev\u00e9s contribuent \u00e0 des probl\u00e8mes graves tels que la croissance de l&#8217;\u00e9conomie informelle, la migration et l&#8217;instabilit\u00e9.<\/p>\n<p>Selon l&#8217;Organisation internationale du travail, le taux de ch\u00f4mage dans la r\u00e9gion MENA devrait atteindre 9,8 % en 2024, d\u00e9passant ainsi les niveaux pr\u00e9pand\u00e9miques. Le ch\u00f4mage des jeunes est particuli\u00e8rement pr\u00e9occupant, avec des taux \u00e9lev\u00e9s et persistants de NEET (jeunes qui ne sont ni en situation d&#8217;\u00e9ducation, d&#8217;emploi ou de formation) dans toute la r\u00e9gion de l&#8217;UpM, aussi bien dans le Nord que dans le Sud.<\/p>\n<p>En r\u00e9ponse \u00e0 ces questions urgentes, la plateforme r\u00e9gionale de l&#8217;UpM sur l&#8217;emploi et le travail se r\u00e9unit deux fois par an. Cette plateforme rassemble des repr\u00e9sentants des minist\u00e8res de l&#8217;emploi et des agences des \u00c9tats membres de l&#8217;UpM, ainsi que des institutions r\u00e9gionales, des organisations internationales, des partenaires sociaux (organisations patronales et syndicales) et des experts du travail. Une feuille de route est ensuite \u00e9tablie pour mettre en \u0153uvre les engagements pris dans la d\u00e9claration minist\u00e9rielle.<\/p>\n<p>Les priorit\u00e9s politiques de la derni\u00e8re d\u00e9claration minist\u00e9rielle sur l&#8217;emploi et le travail se sont concentr\u00e9es sur les probl\u00e8mes d&#8217;emploi et d&#8217;employabilit\u00e9 des plus vuln\u00e9rables, en particulier les jeunes et les femmes.<\/p>\n<p>La demande d&#8217;un cadre de suivi national a \u00e9t\u00e9 formul\u00e9e par les ministres des \u00c9tats membres de l&#8217;UpM lors de la 4\u00e8me r\u00e9union minist\u00e9rielle de l&#8217;UpM sur l&#8217;emploi et le travail, en 2019. Deux ans plus tard, les ministres ont r\u00e9it\u00e9r\u00e9 leur engagement en faveur de l&#8217;exercice de suivi dans la D\u00e9claration minist\u00e9rielle de Marrakech de mai 2022, dans le contexte de la 5\u00e8me r\u00e9union minist\u00e9rielle sur l&#8217;emploi et le travail.<\/p>\n<p>\u00c0 ce jour, 12 \u00c9tats membres de l&#8217;UpM se sont port\u00e9s volontaires pour participer \u00e0 la Communaut\u00e9 de pratique de l&#8217;UpM sur le suivi de l&#8217;emploi et du travail : L&#8217;Alg\u00e9rie, la Belgique (\u00e0 partir de juillet 2024), la France, la Gr\u00e8ce, Malte, le Mont\u00e9n\u00e9gro, le Maroc, la Palestine, le Portugal, l&#8217;Espagne, la Tunisie et la Turquie.
