Le Caire, 30-31 octobre 2023<\/strong>. La quatri\u00e8me \u00e9dition de la conf\u00e9rence UE-UpM-Banque africaine de d\u00e9veloppement sur le financement et les investissements dans le secteur de l’eau<\/strong><\/a> s’est tenue les 30 et 31 octobre dans le cadre de la Semaine de l’eau du Caire. La s\u00e9curit\u00e9 de l’eau est d’une importance capitale pour la r\u00e9gion euro-m\u00e9diterran\u00e9enne et l’Afrique : l’acc\u00e8s \u00e0 l’eau potable, la gestion durable et la capacit\u00e9 \u00e0 lutter contre les s\u00e9cheresses, les inondations et la pollution de l’eau sont des \u00e9l\u00e9ments fondamentaux qui conditionnent leur bien-\u00eatre g\u00e9n\u00e9ral et leur prosp\u00e9rit\u00e9 socio-\u00e9conomique. Ces d\u00e9fis ont \u00e9t\u00e9 examin\u00e9s sous un angle \u00e9conomique lors de cet \u00e9v\u00e9nement, dans le contexte plus large des interd\u00e9pendances qui relient l’eau \u00e0 l’\u00e9nergie, \u00e0 l’alimentation et au d\u00e9veloppement durable – le nexus WEFE.<\/p>\n

Cette ann\u00e9e, l’UpM et l’Union europ\u00e9enne ont uni leurs forces \u00e0 celles de la Banque africaine de d\u00e9veloppement pour la toute premi\u00e8re fois afin d’organiser la conf\u00e9rence sur le financement et les investissements dans le secteur de l’eau, en partenariat avec le minist\u00e8re \u00e9gyptien des Ressources en eau et de l’irrigation et avec le soutien de l’Agence su\u00e9doise de coop\u00e9ration internationale pour le d\u00e9veloppement.<\/p>\n

Close to 40 speakers, including government representatives from Albania, Egypt, France, Jordan, Malta, Morocco, Sweden and T\u00fcrkiye, took part in the conference, as did the Minister of Water and Irrigation of Egypt, the Secretary General of the Jordanian Ministry of Water, the Director General of Water of T\u00fcrkiye, the CEO of the Energy and Water Agency of Malta, and the Head of the EU in Egypt. International financial institutions also contributed to the discussion, particularly on how investment projects apply the Water-Energy-Food-Ecosystems (WEFE) Nexus approach, delving into lessons learned by financial institutions such as the World Bank, the Islamic Development Bank and European development banks.<\/p>\n

\"\"<\/a>This year\u2019s edition had a multi-stakeholder roundtable discussion to engage participants, who were divided into groups, in hands-on talks exploring the WEFE framework dimensions from investment planning and green finance perspectives. This session allowed participants to exchange knowledge and share insights on the WEFE nexus approach in investment projects, thus advancing the collective understanding of their role in shaping a sustainable future. Policymakers also emphasized the importance of research and innovation as well as water diplomacy as catalysers for sustainability.<\/p>\n

The Secretary General of the Union for the Mediterranean, Nasser Kamel, gave an opening speech emphasizing the role of the organisation as a tool to achieve water security in the Mediterranean region. Kamel recalled that the theme of the conference was at the heart of the recent UN 2023 Water Conference in New York, water in relation to the other sectors and the economy, and highlighted the inclusion of the African Development Bank as an organising partner of this conference.<\/p>\n

UfM Deputy Secretary General Almotaz Abadi stated that the financial sustainability of the water system requires political will to work interconnectedly, enhancing cross-sector engagement, and argued that the WEFE Nexus is the necessary approach to promote such a change. According to him, water must be given the correct monetary value so that it is perceived as an attractive business model that lures investments \u2013 without depriving people from an intrinsic human right. The UfM, he explained, is determined to put forth a WEFE Nexus Strategic Framework for the Mediterranean and work towards a new Union for the Mediterranean Ministerial Declaration on Water as called upon by the member states.<\/p>\n

Conference-goers concluded that the adoption of a WEFE nexus approach has a clear positive impact from a finance and investment perspective. It enhances the financial sustainability of the water sector by savings costs and attracting finance while strengthening the quality, relevance, impact, and sustainability of investments and helping reform subsidies to reduce unintended harmful effects across sectors.<\/p>\n
