INCORPORA, A Labour Integration Program

Economic Development and Employment
Ongoing

The project will facilitate access to employment to vulnerable people in Morocco and Tunisia, by taking stock of previous successful experiences of the INCORPORA model.

The Incorpora Program, established in 2006, is a socio-occupational integration program whose aim is to promote the placement of people at risk or marginalized from society with ordinary companies. Its further aims are to:

  • Offer companies an alternative form of corporate social responsibility in occupational insertion, creating more employment opportunities for vulnerable people in ordinary companies.
  • Enhance the professionalization and training of professionals within social organizations participating in the Incorpora Program.
  • Promote socially responsible regions that help provide solutions to the needs of clients at risk or marginalized from society and promote equal opportunity.

From 2006 to 2016, Incorpora Spain has managed to place more than 137.000 vulnerable people in various training programs or has helped these individuals found employment. In Morocco, there have been 4.000 placements since 2009.

Following previous successes, Incorpora will now extend its operations in Morocco and Tunisia through a 12-month program (with the possibility of annual renewal). The annual budget is of around €330.000, – (Morocco: 180.000 euros and Tunisia: 150.00 Euros). The project will be implemented within the framework of the MedConfederation and counts on the collaboration of the Caisse de Dépôt et de Consignations and International Office for Migration (Tunisia), and the Confédération Générale des Entreprises du Maroc (Morocco).

The working methodology of the project consists of a two-pronged approach:

1. Job-placement social-organisations network:

The social organisations offer training and employment-mediation programmes to users, in order to improve their skills for gaining access to the world of employment. The organisations work together, coordinated by the local partner, to identify the needs of companies in the area and select candidates that fit with the demanded profile. These organisations will provide a mediation service, at no extra cost to the companies, offering support throughout the entire job-placement process.

2. Companies network:

The “la Caixa” Foundation will be collaborating with business groups and other economic organisations to run the programme’s awareness-raising and promotion initiatives in the business network. A useful service for companies in the field of human-resources management, from a socially responsible perspective. It will encourage the creation of “solidarity” companies working together with social organisations, by reaching collaboration agreements that provide satisfactory job-placement processes for all the parties involved.

The expected results for Tunisia are:

  • 450 individuals attended training programs,
  • 150 individuals with job-places in a company,
  • 300 companies visited.

Results expected for Morocco:

  • 750 individuals attended training programs,
  • 650 individuals with job-places in a company,
  • 850 companies visited.

About the promoter and partner institutions

The mission of "la Caixa" Banking Foundation is to contribute to the progress of individuals and society, with special emphasis on the most vulnerable groups, either through its own programs, strategic alliances or partnerships with third parties by means of efficient actions. The Foundation has the Spanish territory as its main territorial focus, and increasingly it is widening to a global vision. All this is guided by the objectives of sustainable social transformation and creation of opportunities for people.
