JOB DESCRIPTION
Under the responsibility of the Head of Group – Human Resource Management, reporting to the Head of Administrative Services Programme, the Expert shall be responsible for learning and development activities across the EEA.
The position will entail the learning and development tasks carried out in line with the EEA Learning & Development Framework and the objectives of the EEA multi annual work programme and the annual management plan. The Learning and Development Expert has responsibility and accountability for all Learning and Development (L&D) activities within the EEA. This is a hands on and dynamic role, which involves coordinating (L&D) activities across the EEA (including the online L&D portal), leading on the design and implementation of new L&D initiatives and projects as well as helping promote best practice in our policies and processes to encourage focused and effective development for our staff members.
The expert will also have the responsibility for suitable coaching for line managers on how to deliver effective people management.
The position will further entail the following tasks:
Lead and implement key learning and development activities according to the EEA Learning & Development (L&D) Framework;
Propose and implement the yearly training plan (incl. classroom training, e-learning, coaching, or other possible learning settings);
Design specific trainings for EEA staff (and take lead on procurement activities in the area);
Lead the drafting of necessary L&D Frameworks, decisions, notes, etc.;
Provide timely and accurate information to staff and line managers on learning-related issues;
Assist in describing strategically relevant competencies and design of interventions (team building, performance interventions, change management);
Provide guidance / consultancy on individual learning paths;
Liaise with the European Commission and other EU stakeholders on learning issues;
Conduct regularly job satisfaction survey including relevant procurement activities (both practicalities and support in analytical work) and lead in follow-up activities;
Conduct regularly 360 degree survey including relevant procurement activities (both practicalities and support in analytical work) and lead in follow-up activities;
Respond to staff queries on L&D-related topics;
Support the Head of Group HRM in related L&D activities.
