JOB DESCRIPTION

The Euro-Mediterranean Economists Association (EMEA), an independent regional economic policy think tank based in Barcelona is looking for a service provider to conduct an Advanced Feasibility Study for a Counter Guarantee Scheme in the MENA Region under the Euro-Mediterranean Guarantee Network (EMGN).

Expert Services to be contracted:
Building on the groundwork of a pre-feasibility study, EMEA is looking for a consultancy firm to develop an Advanced Feasibility Study for establishing a Regional Counter-Guarantee Scheme by evaluating its key features and developing an implementation plan. Specific tasks include formulating a strategy, mandate, vision, and mission, determining capitalization requirements, stakeholder mapping, forecasting demand and volume, legal framework analysis, operational considerations, organizational structure, and financial modeling. More details on the specific tasks can be found in the Terms of Reference.

Required competencies
The applicant to tender should provide personnel with the following desired qualifications:

General qualification: Advanced university degree in economics, finance, business administration, development studies, or related fields.
Language skills: Excellent English (C1) and basic knowledge of French.
General Professional Experience: A minimum of 8 years of work experience in the financial sector.
Specific Professional experience: At least 3 years of proven knowledge and experience in credit guarantee schemes, with an additional 2 years of experience in counter guarantee schemes.
Regional Experience: A minimum of 2 years of regional experience or knowledge of the MENA region.

Award criteria:
The selection process will be conducted by the research team of EMEA, weighting 50% criterion on the financial offer on the principle of best value for money and 50% criterion on the technical offer. The latter shall demonstrate experience and the Technical-methodological concept to deliver the Advanced Feasibility Study and the specific tasks outlined in section 2.3 of the ToR.
