The Mediterranean has always been a meeting point of peoples, ideas, and cultures. Today, it is also a region facing unprecedented challenges – from the accelerating impacts of climate change to rising inequalities, demographic pressures, and geopolitical shifts. Yet, within these shared challenges lies a powerful opportunity: to come together, across borders and sectors, to shape a common future rooted in peace, inclusion and sustainability.

The 2024 Annual Report tells the story of this cooperation in action. It highlights how, throughout the year, the UfM has served as a platform for dialogue and joint action among its 43 Member States, translating political commitment into concrete results on the ground.

This edition is structured around four interconnected pillars: building bridges of dialogue and peace; ensuring inclusive and just societies; working towards economic stability and integration; and creating a sustainable future. From youth empowerment and gender equality to regional trade, digital transformation, climate action and livable cities, the report reflects a growing ecosystem of collaboration driven by shared priorities.

It also celebrates and recalls what unites us through initiatives like the Day of the Mediterranean and the Mediterranean Capitals of Culture and Dialogue, which place people, culture and shared heritage at the heart of regional cooperation.

Together, these pages offer a snapshot of what is possible when countries come together around a common vision. One of a resilient, inclusive, and forward-looking Mediterranean.

Building bridges of dialogue and peace

In 2024, the UfM remained a steadfast platform for dialogue in a region marked by escalating conflict and fragmentation. The war in Gaza and its spillover effects dominated the regional agenda, prompting the UfM to strengthen its diplomatic role. The 9th UfM Regional Forum focused on this alarming situation, during which the UfM Co-Presidency, represented by the EU and Jordan, expressed grave concern over the protracted crisis in a Joint Communiqué and reaffirmed the collective responsibility to achieve a just and lasting peace.

The UfM actively participated in global peace and relief efforts, including high-level discussions at the UN Security Council and the “Call for Action” humanitarian conference in Jordan. Concrete support was channelled into initiatives such as the UNIMED and An-Najah National University’s TESI programme, that is set to allow 50,000 Palestinian higher education students to continue their education online.

At the same time, the UfM highlighted the region’s shared heritage and destiny through the 2024 Day of the Mediterranean campaign. Under the theme “The Next Wave: Building a Shared Tomorrow”, the campaign amplified local voices and celebrated changemakers shaping the region’s future. In parallel, Matera (Italy) and Tetouan (Morocco) were named the 2026 Mediterranean Capitals of Culture and Dialogue, promoting people-to-people engagement and cultural cooperation as pathways to peace.

Building inclusive and just societies

In a rapidly evolving Mediterranean, building inclusive and fair societies is not just a goal—it is a necessity. By fostering social cohesion, empowering youth and women, and ensuring equal opportunities, we create a stronger, more resilient region.

In 2024, gender equality remained at the core of our efforts. At the High-Level Conference on Women for the Mediterranean in Cyprus, we brought together voices from across the region to launch new initiatives—supporting women’s leadership, access to finance, and entrepreneurship. These included tools like the Egyptian Gender Equity Seal and the WeFinanceCode, helping close the gender gap in the workplace and the financial sector.

FOCUS ON PARTNERS

Union of Arab Banks

The Union of Arab Banks (UAB) is an organisation committed to supporting and enhancing the Arab banking sector. It offers a range of comprehensive training programmes for bankers, focusing on advanced financial skills, regulatory compliance, digital transformation, and leadership. In 2024, the UfM Secretariat and the UAB signed a Memorandum of Understanding (MoU) to establish bilateral cooperation in areas of shared interest, including women’s empowerment and financial literacy.

Young people continued to inspire us with their ideas and leadership. Through the UfM Med Youth Lab and the Youth Engagement Series, we created spaces for youth to shape policy, build skills and connect across borders. Together, we tackled shared priorities such as climate action, education, and decent work.

We also broke new ground on disability inclusion, launching the Euro-Med Agenda on the Socioeconomic Inclusion of Persons with Disabilities. We shone a light on refugee entrepreneurship, advocated for safer public transport for women, and supported innovative startups working for social impact.

Zoom on Mediterranean innovators - myTindy

Aïda Kandil, CEO and co-founder of myTindy, an ethical online marketplace that supports local artisans and preserves Morocco’s rich craft heritage, was presented in 2024 the ARLEM Award for “Young Local Entrepreneurship in the Mediterranean”. By leveraging AI-powered e-commerce, myTindy has opened global markets to over 2,000 Moroccan artisans.

The ARLEM Award, now in its sixth edition and supported by the UfM as part of the Day of the Mediterranean celebrations, continues to spotlight young entrepreneurs driving lasting economic and social impact. This year’s recognition underscores the role of innovation in fostering inclusive growth across the region.

In all of this, we worked hand in hand with civil society, development partners and local communities – because inclusive societies can only be built through collaboration and shared ownership. By focusing on equality, empowerment, and opportunity, we’re helping ensure that everyone in the Mediterranean has a voice, a role, and a stake in shaping a better future.

Working towards economic stability and integration

As global uncertainties continue to affect trade, inflation, and supply chains, fostering a stable and inclusive economic environment in the Mediterranean has become more urgent than ever. That’s why we’ve doubled down on regional cooperation to unlock opportunities for sustainable growth, investment, and innovation that benefit people and communities across the region.

At the 6th UfM Trade and Investment Forum in Rabat, we explored how green and fair trade can boost competitiveness and job creation while supporting the region’s environmental goals. This focus was echoed across our work to foster circular economy practices, promote sustainable value chains, and increase access to climate finance.

Young entrepreneurs, creatives and investors came together at key gatherings, including the Mediterranean Youth Forum in Helsinki and the Creative Industries Conference in Tirana, helping shape more inclusive and future-ready economic ecosystems.

We also placed a spotlight on science diplomacy as a driver of regional cooperation. At our High-Level Meeting on Science Diplomacy hosted at the League of Arab States in Cairo, we brought together policymakers and researchers to deepen scientific partnerships and policy alignment across borders. Montenegro also became the hub for our Workshop on Economic Diplomacy, which brought together young diplomats from more than 46 countries who explored how economic diplomacy can drive job creation, mitigate geopolitical disruptions, and strengthen regional economic cooperation.

To support real impact on the ground, we expanded the UfM Grant Scheme, funding innovative projects across eight Southern Mediterranean countries—from digital inclusion to social entrepreneurship. By connecting economies and communities, we’re helping to shape a Mediterranean that’s more competitive, cohesive, and prepared for the future.

UfM Grant Scheme to Promote Employment and Entrepreneurship in the Green Economy

Six projects have been awarded grants, benefiting 1,300 individuals and supporting MSMEs, startups, training centres, and local organisations across eight Southern Mediterranean countries: Egypt, Morocco, Tunisia, Palestine, Jordan, Lebanon, Mauritania, and Algeria.

Discover the six awarded projects:

Get into Green will improve green economy training for 400 young people across eight Southern Mediterranean countries, upskilling them in green digital jobs and empowering women to start green enterprises.

GREEN&FAIR will enhance employability and entrepreneurship for 120 women and youth in agriculture across Egypt, Lebanon, and Palestine, focusing on sustainability and access to funding.

GREENSTEP will provide training for 150 youth and 110 MSMEs in Jordan, Lebanon, and Tunisia, boosting skills for green economy sectors.

Women on the Green Path (WGP) will support 60 women entrepreneurs in Jordan, Morocco, and Tunisia, enhancing their skills in green and circular economy through acceleration and mentoring programs, while training 45 enablers to offer better support.

The Youth Employability and Entrepreneurship Booster (YEEB) in Egypt will train 100 young people, primarily women, on green entrepreneurship, supporting green enterprise development, job creation, and gender equality in Assiut’s green sectors.

The Women and Youth Driving Sustainable Transformation project will empower 270 women and youth in Jordan, Palestine, and Tunisia with green entrepreneurship skills, helping 90 micro and small enterprises adopt sustainable practices.

Creating a sustainable future

In a region increasingly exposed to climate risks, environmental degradation, and resource scarcity, we’ve worked in 2024 to turn urgent challenges into drivers of sustainable transformation.

We amplified the Mediterranean voice at COP29 through a dedicated Mediterranean Pavilion. Hosting over 40 events and more than 200 speakers, we showcased success stories and best practices such as the TeraMed Initiative, which aims to deliver 1 Terawatt of renewable energy capacity in the Mediterranean by 2030. We also launched two groundbreaking MedECC reports, providing essential, science-based insights to support evidence-driven policymaking across the region:

  • Special Report on Climate and Environmental Coastal Risks in the Mediterranean
  • Special Report on the Climate-Water-Energy-Food-Ecosystems Nexus

We also advanced the energy transition through the 4th UfM Energy and Climate Business Forum, bringing together public and private actors to explore investment opportunities in hydrogen, emissions abatement, and renewable energy. In the water sector, we supported strategic dialogue and financing through the 5th Mediterranean Water Forum in Tunis and the 5th Annual Water Finance Conference in Cairo, highlighting integrated solutions to water scarcity and climate resilience.

Zoom on Mediterranean innovators

The CIHEAM Youth Innovation Award, organised with the support of the UfM Secretariat, recognises outstanding projects for their innovative approaches and potential to drive sustainable development in the Mediterranean. Meet the 2024 young innovators:

Hasan Jaafar secured first place with YY ReGen–R8, a project focused on renewable energy solutions, sustainable agriculture models, and water management.

Guadaluna Chaer earned second place for LUXEED Robotics, an AI-driven system that eliminates weeds with high precision, removing the need for herbicides.

Marilu Suc placed third with NOWA (Network of Women in Aquaculture), an initiative dedicated to promoting gender equality and inclusivity in the global aquaculture industry.

On the blue economy front, the Blue Mediterranean Partnership began mobilising over €20 million in donor funding for sustainable blue economy investments, while the 2nd UfM Stakeholder Conference on Sustainable Blue Economy reinforced regional action on marine innovation, renewable energy, and coastal tourism.
