Open call: Youth Mainstreaming training programme and toolkit

30 March 2026, Barcelona, Spain. The Union for the Mediterranean Secretariat has launched a call for tenders for the design and delivery of a Youth Mainstreaming training programme and the co-creation of an operational toolkit. This assignment supports the implementation of the UfM Youth Mainstreaming Plan 2026–2030.

Opportunity overview
The selected contractor will design and deliver a structured training programme for UfM staff and facilitate the development of a practical Youth Mainstreaming Toolkit. The work will combine online learning with a 1.5-day in-person workshop in Barcelona. The assignment will run from May to December 2026.

The training and toolkit must enable UfM staff to systematically integrate youth perspectives into policy, programmes and institutional processes. The approach must be participatory and based on co-creation, involving both staff and a Youth Taskforce.

Who can apply
The tender is open to both legal persons and companies, even in consortia, with relevant expertise.

Key responsibilities
The contractor will be expected to:

  • Design and deliver a modular training programme (up to 12 hours online plus in-person session)
  • Facilitate the co-creation of a Youth Mainstreaming Toolkit with practical tools (templates, guidelines and procedures)
  • Coordinate a Youth Taskforce (up to eight members aged 20–30) contributing to design and validation
  • Provide follow-up recommendations to support implementation

Eligibility criteria
Applicants/Teams must demonstrate:

  • At least 5 years’ experience in designing and delivering training or capacity-building programmes, preferably on youth engagement in institutional or international contexts
  • Proven ability to apply participatory and co-creation methodologies
  • Strong project management and organisational skills
  • Experience working with international organisations

The proposed expert/team of experts must:

  • Hold a university degree in a relevant field (e.g. education, international relations, social studies)
  • Be fluent in English (written and spoken); knowledge of Arabic or French is an asset
  • Be independent and free from conflicts of interest. Please note that public servants are not eligible to apply.

Additional requirements
The contractor will be responsible for all operational costs related to participation in the in-person session, including travel and accommodation. The UfM will provide the venue and catering.

Timing

  • Deadline to submit offers: 27 April, 2026, 13H CEST.
  • Tentative start date: May 2026
  • Duration: Until December 2026
