The Mediterranean region is faced with a diverse range of challenges, from the need to combat climate change and foster sustainable urban development to promoting economic integration and social inclusiveness. Rising temperatures, water scarcity, and extreme weather events underscore the imperative for concerted action on the environmental and climate fronts. Through collaborative initiatives and strategic partnerships, we have been spearheading efforts to enhance climate resilience, promote renewable energy sources, foster equitable urban transformation, and create robust civil protection mechanisms in the region.

The 2023 Annual Report is a testament to our ongoing commitment to addressing the multifaceted challenges facing the Euro-Mediterranean region. 2023 was our 15th anniversary – an occasion to reflect on our legacy of partnership and look ahead to a future guided by a shared vision of prosperity, sustainability, and inclusivity.

Sustainable economic development remains paramount for the Mediterranean region’s growth and stability, but economic progress needs to be accompanied by a focus on social inclusivity. By facilitating dialogue, promoting regional cooperation, and empowering youth through skill development and entrepreneurship, we have been working to achieve sustainable and equitable development, while at the same time championing a more inclusive future for all.

As we navigate the complex challenges facing the Euro-Mediterranean region, collaboration, innovation, and strategic partnerships remain at the forefront of our approach. In this report, you can read about the work carried out in 2023 to tackle these challenges and build a brighter, more sustainable and inclusive tomorrow.

I. Environmental and climate action

The Mediterranean region is a climate change hotspot, with temperatures already surpassing agreed-upon limits and the region increasingly exposed to rising sea levels, water scarcity, and extreme weather events. This has thrown into sharp focus the pressing need for energy transition and equitable urban transformation to deal with the growing climate-related challenges.

In response, we have been supporting concerted efforts to foster climate resilience, sustainability, and inclusivity across sectors. By participating in initiatives such as the Local2030 Islands Network and events like the MedCOP and COP28, we have underscored the region’s commitment to combating climate change. COP28 was a remarkable opportunity to join forces with financial institutions and donors to tackle the threats our Sea faces by increasing their contributions to the Blue Mediterranean Partnership, an initiative aimed at supporting and promoting a sustainable blue economy in our region.

MEET OUR PARTNERS

World Ocean Council

The WOC is a global ocean industry leadership alliance committed to corporate ocean responsibility. Developed by and for the private sector, it takes a unique approach to tackling cross-cutting issues affecting sustainable development, science, and stewardship of the seas. In 2023, the UfM signed a partnership with the WOC to boost private sector engagement in the Mediterranean Sustainable Economy.

With a projected 60% rise in energy demand in Southern Mediterranean countries alone by 2040, the region is prioritising a just energy transition. In 2023, notable events like the 3rd Energy and Climate Business Forum stressed the need for regional cooperation and private sector engagement in achieving sustainability. To contribute to this green transition, initiatives such as the UfM Grant Scheme continue to promote sustainable and inclusive practices within the private sector through projects in Southern Mediterranean countries.

Mediterranean cities face unique challenges due to climate change impacts. To address these, initiatives like the Urban Solutions to Climate Change in the Mediterranean competition and a training course on citizen engagement in urban development aimed to harness youth innovation and community participation.

Regional collaboration is central to addressing the many challenges faced by cities in the Mediterranean region and 2023 saw the organisation of the 3rd UfM Ministerial Conference on Sustainable Urban Development, which provided a key mandate to enhance cooperation through a new UfM Strategic Urban Development Action Plan 2040.

Partnerships between the UfM and organisations like the World Health Organization are driving efforts to embed health and wellbeing into urban planning. Health and wellbeing have remained at the core of our agenda, seen especially in the organisation of conferences and sessions on food security, resilience and sustainable practices.

As the Euro-Mediterranean region navigates the complex landscape of climate change, energy transition, and urban transformation, collaborative efforts and innovative solutions are paramount. By engaging with projects that prioritise resilience, sustainability, and inclusivity, we aim to contribute to a brighter, more sustainable future for all inhabitants of the region.

ZOOM ON Euro-Mediterranean PROJECTS

TouMaLi – Tourism Marine Litter

TouMaLi strives to minimise the volume of waste from the tourism sector in Egypt, Morocco, and Tunisia and to recycle and reuse unavoidable waste. The overarching goal is to sustainably reduce the amount of marine and beach litter and to protect marine and coastal ecosystems.

II. Sustainable and inclusive economic and human development

The economic and regional integration of the Euro-Mediterranean holds enormous potential in terms of growth and ensuring resilience against global challenges. As a result, we are committed to promoting and supporting regional integration through our policy frameworks, dialogue platforms and projects.

We have facilitated dialogue and conferences addressing economic integration challenges, such as the UfM Conference on Regional Integration and Regional Value Chains and the International Conference on Value Chains’ Regionalisation. These events underscored the importance of regulatory convergence, civil society engagement, and mainstreaming gender and environmental considerations into regional policies.

We have also prioritised transport connectivity for sustainable development, exemplified by the 2nd UfM Ministerial Conference on Transport. At this conference, ministers reaffirmed their commitment to developing a safe, secure, sustainable, efficient, and connected transport system for the Mediterranean. They also stressed the need to ensure that sustainable transport systems in the region are resilient to climate change.

Regional Transport Action Plan (RTAP)

For sustainable, smart, resilient and inclusive mobility

The RTAP will assist UfM countries in mitigating risks and identifying adaptation options to build future national transport policies, and to strengthen the region’s capacity to elaborate evidence-based anticipatory policies. The RTAP comprises 28 tangible actions that will guide, at the national and regional level, the UfM Member States’ work in the transport sector until 2027.

Our efforts also extend to youth empowerment and employment. Study visits to Swedish companies provided Southern Mediterranean professionals with insights into trade, development aid, and innovation ecosystems. Regional platforms and forums, like the UfM Community of Practice on Youth Employment, facilitate exchanges on best practices and support cooperation projects to address youth unemployment and skills development challenges.

Furthermore, the UfM Conference on Youth Entrepreneurship and the Future of Work emphasised cross-sectoral cooperation in promoting youth inclusion and entrepreneurial skills. Discussions highlighted the need for investment in startup ecosystems, bridging gender gaps, promoting diversity, and addressing regional stability for youth empowerment.

Through these and other initiatives, we aim to bridge economic and social divides, foster regional integration, and empower youth in the Mediterranean region.

III. Social inclusiveness and equality

Social inclusiveness and equality are essential elements in the socio-economic development of the Mediterranean region and social dialogue is a key mechanism through which civil society actors can influence economic and social policy. The UfM Social Dialogue Forum is held every three years, and the 2023 edition took a deep dive into critical issues for the Mediterranean region, including the green and digital transitions, active inclusion and effective social protection, and economic migration.

The issues of gender equality and women’s empowerment are also key in creating an inclusive society in the Mediterranean region. To this end, UfM and UNIDO joined forces to host the 7th Women Business Forum, focusing on the role of women in industry and innovation. In 2023, the UfM also organised a workshop on Gender Equality Plans in Higher Education. These, and other initiatives, such as a webinar on Women in Fintech addressed challenges and opportunities for women entrepreneurs and promoted gender-sensitive approaches in academia and the financial sector.

The Mediterranean Youth Academy provides a framework to hold events like the UfM Youth Engagement for a Sustainable Mediterranean conference, which addressed youth empowerment by focusing on climate action, youth employment, and social inclusion. By collaborating with institutions like the European Investment Bank (EIB), we aim to bridge education-employment gaps and provide training tailored to regional needs.

Call for Action

The UfM Youth Agenda is a call for action and a blueprint for collaboration. It includes a comprehensive set of initiatives and recommendations aimed at reinforcing the role of youth in developing the MENA region, while combating major global challenges.

We engaged in dialogues with national governments and stakeholders with a view to addressing inequalities and promoting more inclusive policies for people with disabilities. Initiatives include collaboration with the Arab League and the ONCE Foundation, which culminated in the publication of a situational assessment and the planning of a Euro-Mediterranean Conference on Disability.

We have adopted a multifaceted approach to fostering social inclusiveness and equality, recognising the diverse challenges that need to be addressed and promoting innovative solutions to empower individuals and communities across the Mediterranean region.

Khadija Jallouli: Revolutionising Mobility for All

Khadija Jallouli is the co-founder and CEO of Hawkar, a Tunisian startup that is making waves with its innovative electric vehicle designed for individuals with disabilities. With a diverse and inclusive team, Hawkar aims at ensuring equal access to transportation regardless of one’s physical abilities.

IV. Digital transformation

Digital transformation will play a pivotal role in ensuring economic growth and job creation in the Mediterranean region.

In 2023, we partnered with German Development Cooperation (GIZ) and the AfricaMed Business Forum for the annual UfM Conference on Digital Transformation. Held in Tangiers, Morocco, this event facilitated knowledge exchange and showcased success stories from various countries. Moreover, we have been organising national workshops in Southern Mediterranean countries to support their digital transition. These workshops provide a platform for exploring best practices and ideas, focusing on strategy development, legal frameworks, and digital skills enhancement.

The Euro-Mediterranean region has enormous human capital, yet the proportion of young people who are not in education, employment, or training remains structurally high, especially in Southern Europe and the MENA region. Through workshops and community meetings, we have been working to address these challenges by fostering green and digital skills among youth.

Sustainable investments are also a key focus, and we joined forces with ANIMA Investment Network at a seminar to explore the possibility of aligning investments with sustainability and corporate responsibility goals. Participants in the seminar were introduced to the online IMPACT RATING tool as a valuable resource for assessing the impact of investment projects.

With demand for water growing in the region, combined with the need for sustainable water management, digital transformation has emerged as a crucial element in the sector. To address this issue, we organised the 1st Conference on Digital Transformation of the Water Sector in the Mediterranean, providing a platform for stakeholders to share knowledge and explore innovative solutions for sustainable water management.

Gender equality in the digital era is another key action point. Therefore, at a webinar on Innovation and Technological Change for Gender Equality: Cracking the Code to Equity, successful women entrepreneurs shared good practices and discussed solutions for an inclusive digital ecosystem.

Narrowing the gender gap in digital skills can help narrow the gender wage gap by providing access for women to higher skilled ICT-related roles.  Check out this publication to know more about this topic.

V. Civil protection

Regional disaster management cooperation will be key in strengthening Mediterranean resilience against natural and man-made disasters. Our commitment to reinforcing regional cooperation and increasing resilience in the region is reflected in the “Prevention, Preparedness and Response to natural and ‎man-made Disasters” (PPRD) Mediterranean programme, which is funded by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO).

By fostering a culture of preparedness and proactive risk reduction, promoting cooperation and capacity building, aligning policy across the region, and increasing public awareness, the PPRD aims to increase resilience to disasters in Southern Neighbourhood countries and the Mediterranean region and seeks to develop a cohesive regional approach to disaster management.

Regional dialogue platforms play an important role in promoting civil protection cooperation at regional level. In 2023, discussions at the UfM Directors-General meeting on Civil Protection culminated in the development of a 2030 UfM Action Plan on Civil Protection, aiming to encourage Member States to work together towards a common Mediterranean Framework on Civil Protection.

Furthermore, effective communication is key in building societal resilience during emergencies. However, social factors and the proliferation of misinformation on social networks make communication a complex issue. To tackle this challenge, we joined other stakeholders in a meeting to discuss experience and approaches towards building societal resilience through effective risk communication.

The Prevention, Preparedness and Response to natural and man-made Disasters (PPRD) Mediterranean programme aspires to increase resilience to natural and man-made disasters in the Southern Neighbourhood countries and the Mediterranean region by reinforcing cooperation and partnerships between the EU and Mediterranean countries.
