UfM Member States review progress on Regional Transport Action Plan
15 January 2026. As established by RTAP Action 28, the UfM Regional Platform on Transport Connectivity delivered a mid-term review of the plan. The review provides an overview of progress achieved to date, as reported by participating countries, as well as the main challenges encountered. Beyond assessing implementation so far, the review sets the direction for the final phase of the RTAP up to 2027, outlining recommendations for priority areas of cooperation in the coming years. These recommendations reflect both the priorities expressed by UfM Member States and the level of progress already achieved.
Overall, the mid-term review points to a positive trajectory in the implementation of the RTAP across partner countries. While all countries are actively engaged, progress varies significantly depending on national contexts, political conditions, and access to funding and technical expertise.
Addressing these challenges will be essential to ensuring the successful delivery of the RTAP objectives by 2027. The recommendations presented aim to provide clear, shared priorities for the second half of the implementation period, fully aligned with the commitments made at the 2023 UfM Transport Ministerial.
On 9 February 2023, UfM Member States reaffirmed their commitment to strengthening transport cooperation across the Mediterranean region during the UfM Ministerial Conference on Transport . The meeting concluded with the endorsement of a Ministerial Declaration and the Regional Transport Action Plan (RTAP) 2021–2027, which sets out priority actions across all transport modes and addresses key horizontal transport policy issues.
