30 Years of the Barcelona Process. The regional and local vision of Euro-Mediterranean cooperation
22 November 2025, Palau de Pedralbes, Barcelona. Marking 30 years since the Barcelona Declaration, the Government of Catalonia will convene a Euro-Mediterranean Summit of Regions to articulate regional priorities ahead of the UfM Regional Forum on 28 November. The gathering will shape positions on the EU’s forthcoming New Pact for the Mediterranean and culminate in the adoption of a Joint Declaration.
The Euro-Mediterranean Summit of Regions, held alongside the General Assembly of the Conference of Peripheral Maritime Regions (CPMR), will convene high-level regional representatives and key stakeholders to discuss the new landscape of cooperation under the EU’s New Pact for the Mediterranean. The summit will provide a platform for regions to articulate priorities, align positions, and adopt a Joint Declaration, reinforcing their role in shaping the Mediterranean’s future.
The programme includes opening remarks by the President of Catalonia, Salvador Illa and presentation of a Joint Declaration, moderated by the Catalan Minister of European Union and External Action, Jaume Duch, with interventions from regional leaders and stakeholders.
Session II will bring perspectives from key institutions, including the European Commission (DG for the Middle East, North Africa and the Gulf), the UfM Secretary General, and Spain’s State Secretary for the EU.
