UfM at COP23: A call for action towards a shared Mediterranean Climate Agenda

Bonn, 15 November, 2017. Keeping the global temperature rise to below 2º C, the target set by the Paris Agreement, call for a coordinated regional strategy that cannot rely solely on nationally-determined contributions. In line with its mandate to enhance regional cooperation on climate action, the Union for the Mediterranean is deeply engaged in the development of a common, region-wide Mediterranean Climate Agenda.

Climate-resilient infrastructure, and particularly its financing, is fundamental to tackle climate change. In this regard, the UfM Secretariat has commissioned the first regional study on climate finance to provide a clear overview of the funding flows for climate action initiatives in the region. The study has been funded by the European Commission and was presented at the COP23, in Bonn, with the following main conclusions:

  • The study reveals that the Southern and Eastern countries of the Mediterranean region have received USD 6.8 billion in climate financing per year, representing from 11% to 16% of the worldwide funding for climate action. The main beneficiary countries of the funding flows are currently Turkey (around 40%), Morocco (around 20%), Egypt (around 15%) and Jordan (around 10%).
  • Mitigation projects make up the vast majority of the funds obtained, while financing allocated to adapting to climate change is still emerging and therefore represents a vast source of opportunity for intervention.
  • The study shows that there is a window of opportunities for an enhanced and coordinated regional action, notably through the promotion of region-wide projects focused on climate change adaptation and the active involvement of the private sector in climate financing.

Enhanced efforts in the region are needed before 2020 to benefit from the available climate finance sources. The UfM Secretariat will launch a second phase of the study in 2018 to identify gaps related to the global financing target and seek solutions to optimise the use of financial instruments. Furthermore, the UfM will continue being engaged in the promotion of region-wide cooperation projects that leverage funding for climate action at regional level.

The Union for the Mediterranean is observer at the United Nations Framework Convention on Climate Change (UNFCCCC). As part of the UN 2030 Agenda for Sustainable Development and the new  Action-oriented Roadmap for enhanced regional cooperation, the UfM is stepping up its partnership with all global, regional and sub-regional initiatives and organisations to promote a positive agenda for the region on energy  and climate action.
